This report details key components of effective professional development and offers rich descriptions of model programs to inform education leaders and policymakers seeking to leverage professional development to improve student learning.

A study released by the Learning Policy Institute demonstrates how well-designed teacher professional development programs significantly improve student achievement, challenging the logic behind the Administration’s proposal to eliminate funding for those programs The new report, "Effective Teacher Professional Development," reviewed 35 scientifically rigorous studies conducted over the past 30 years which showed significant gains in student achievement resulting from teacher development programs.

The teacher residency model holds much promise to address the issues of recruitment and retention in high-need districts and subject area shortages. This model also has the potential to support systemic change and building of the teaching profession, especially in the most challenging districts. Initial research is promising as to the impact residencies can have on increasing the diversity of the teaching force, improving retention of new teachers, and promoting gains in student learning.

Faster-than-expected infusions of new funding under the Local Control Funding Formula (LCFF) allowed many districts to replace teachers and programs lost during the Great Recession. However, as the school year opened last August, districts around California scrambled to hire qualified teachers, and many came up short.

The new Every Student Succeeds Act offers states flexibility to create new approaches to school accountability and to design appropriate interventions for schools in need of assistance. This brief provides an overview of four commonly used interventions that, when well implemented, have been shown to increase opportunities and improve performance, particularly for historically underserved students. It also identifies the conditions under which they have been effective.

Recruitment and retention challenges are once again leading to teacher shortages across the nation, especially in urban and rural school districts. This brief looks at the teacher residency model, a promising approach to addressing recruitment and retention challenges in high-needs districts and in shortage subject areas. The teacher residency model creates long-term benefits for districts, for schools, and ultimately and most importantly, for the students they serve.

As teacher shortages once again become widespread in California and across the nation, discussions of how to recruit and retain high-quality teachers are occupying center stage in policy circles. Newly emerging residency programs offer an innovative approach to recruiting and retaining high-quality teachers. Currently, the state has at least 10 such programs meeting critical hiring needs for a number of districts and charter schools in urban and rural areas.

In 2015, California allocated $490 million to professional learning systems statewide, for districts to improve their overall professional capacity, especially the competence of teachers and principals within their school systems. This report is intended to help districts think through strategies to support all the allowable uses of funds and discusses how districts can approach professional learning in their implementation of state academic standards.
Schools need diverse, well-prepared educators. A high-quality educator workforce requires investments in teacher preparation and learning, policies to increase recruitment and retention, and strategies to sustain educator capacity to create and innovate.
The Teacher Licensure Collaborative supports participating states in revising teacher licensure and certification standards to incorporate whole child practices, include social and emotional learning, and ensure alignment with the science of learning and development.
