Tackling Teacher Shortages: What We Know About California’s Teacher Workforce Investments

After initial publication, the following changes were made to this report. This update was published January 28, 2025.

  • On page iii of the Executive Summary, in the second paragraph, “investments in the teacher workforce are the Teacher Residency Grant Program ($605 million), Golden State Teacher Grant Program ($611 million)” was changed to “investments in the teacher workforce are the Teacher Residency Grant Program ($672 million), Golden State Teacher Grant Program ($521 million).”

  • On page 3, in the numbered list of investments in the teacher workforce, “The Teacher Residency Grant Program ($605 million)” was changed to “The Teacher Residency Grant Program ($672 million), and “The Golden State Teacher Grant Program ($611 million)” was changed to “The Golden State Teacher Grant Program ($521 million).”

  • On page 10, in Table 1, the amounts in the first two rows of the “Total funding, in millions” column” were changed from “$605M” to “$672M” in row 1 and from “$611M” to “$521M” in row 2.   • On page 11, in the second paragraph, “$51 million for TRGP in 2018” was changed to “$52 million for TRGP in 2018” and “a total of $605 million” was changed to “a total of $672 million.”

  • On page 11, in Table 2, row 1, “$51M for establishing” was changed to “$52M for establishing,” and “$51M” was changed to “$52M.” In addition, in note a, “$51 million in funding” was changed to “$52 million in funding.”

  • On page 11, in Table 2, row 3, a fourth bullet point was added to the Focus areas column that says, “$66M, use to be determinedb,” and a note was added “b Funds have not yet been transferred to California Commission on Teacher Credentialing.” In addition, “$204M” was changed to “270M.”

  • On page 11, in Table 2, row 4, Total funding, in millions was changed from “$605M” to “672M.

  • On page 33, endnote 29, “The state appropriated $555 million for teacher residency capacity, implementation, and expansion grants between 2018 and 2022.
