Putting educator quality at the center of national school improvement efforts remains as relevant today as it was 20 years ago when a national commission described recruiting, preparing, and supporting teachers as the single most important in-school resource for providing all students with an equitable and excellent education. For students to graduate with the knowledge and skills necessary for success in the 21st century, our schools need well-trained, culturally skilled, and professionally committed educators.

The Learning Policy Institute explores three key components of educator quality:

  • Recruitment and Retention: Attracting a diverse and high-quality teacher workforce requires expanding innovative and research-based recruitment efforts, including strategies to make teaching careers attractive and financially sustainable. A comprehensive strategy for addressing teacher turnover—from supporting beginning teachers to improving working conditions—is also key.
  • Professional LearningA commitment to deeper learning demands expert teachers and leaders. Teachers need deep content knowledge as well as knowledge of the learners they teach in order to develop engaging, culturally responsive curriculums rooted in inquiry and problem solving. Throughout their careers, teachers grow and develop through support from experienced peers, time to learn and plan with colleagues, and participation in professional learning communities.
  • Evaluation and Career Development: Schools and educational systems should support and leverage the development of educators at every stage of their career, including providing opportunities to share their expertise and take on new responsibilities through mentorship and leadership positions. Thoughtful evaluation systems linked to goals and professional learning can be valuable tools to improve individual teaching practices and inform and support personnel decisions.
